Cloud sustainability: turning cost cuts into emissions cuts

A cloud sustainability programme that lives inside the FinOps loop is the difference between "we are buying renewables credits" and "each verified cost saving has an emissions figure the auditor accepts". The two are not equivalent — the first is a procurement action finance signs off on once a year; the second is a per-saving attribution that the EU CSRD (https://www.efrag.org/csrd) and the SEC climate disclosure rules (https://www.sec.gov/spotlight/exchange-commission-delayed) actually require. This is the on-page sustainability playbook the Tallywyrm agent drives. It distils what a per-workload emissions figure actually contains, which levers move that figure inside a single quarter (region shift, Watt-time scheduling, GPU family swap, idle-resource shutdown), and how to keep the emissions trail live next to the dollar trail so finance reads one artifact, not two. Why sustainability has to live inside FinOps, not next to it The first decision most teams make is to launch a "sustainability lead" role separate from FinOps. That decision creates the failure mode: the sustainability lead produces a quarterly renewable-energy-procurement summary that finance signs off on; the FinOps agent produces a monthly cost report finance signs off on; nobody joins them into a per-saving attribution. The auditor's question "what is this $4,200 saving's emissions delta" gets answered with "we will compute that next quarter". The alternative: every verified savings row the FinOps agent writes to the audit trail carries an emissions delta next to the dollar delta, signed against the same secret as the changing artifact. The CSRD / SEC reports read the trail the cost trail already has. There is no separate emissions pipeline because the emissions delta is a column on the existing trail. The three levers that move emissions in one quarter Three levers are the highest-leverage moves a multi-cloud team can run inside a single quarter. They are not exhaustive — embodied carbon, water and circular-economy levers all matter — but they are the levers that produce an audit-ready emissions delta at parity with the dollar saving: Region shift. Moving a workload from a coal-heavy grid region to a renewable-heavy one changes the per-hour intensity factor by 5–20x. The lever is operational, the saving lands in one quarter, and the emissions delta is auditable to the change artifact. Region shift composes with the cost-optimization cluster: a workload rightsize + region shift is a higher-impact PR than either alone. Watt-time scheduling. Watt-time (https://www.watttime.org/) data exposes the per-region marginal emissions intensity at 5-minute resolution. A batch workload whose schedule can absorb a one-hour drift can be aligned to the lowest-intensity window — typically a same-day shift, no compute change, an emissions delta of 10–25%. The lever is low-risk, the deploy is a schedule change, and the trail reads the schedule the same way it reads an IaC change. GPU family + instance family swap. A migration from an older GPU family to a newer one (or an N1 fleet to N2D on GCP (https://cloud.google.com/sustainability)) carries an embodied-carbon delta that is amortised over the asset lifetime but read directly against the workload. The audit trail records the family swap the same way it records a rightsizing change; the emissions delta is the third column on the row, not a separate pipeline. Each of these three levers composes with the cost-optimization cluster's rightsizing + idle-hygiene work. A single PR that brings both a dollar saving and an emissions delta is the unit of work the trail rewards — and the unit of work finance signs off on. The per-workload carbon attribution finance can read against the bill CSRD and SEC reporters do not work with national averages or procurement totals. They work with the per-workload scope1/2/3 attribution — and they need that attribution to trace back to a specific IaC change, signed by the agent, and reconciled against the next monthly invoice. The shape is a column on the existing audit trail: Before. Per-region grid intensity (kgCO2e / kWh) × workload kWh at the trailing window. After. Same formula against the post-change workload. The delta is the emissions delta. Scope attribution. Scope 1 (direct fuel in on-prem co-lo facilities), scope 2 (purchased electricity for the data centre running the workload), scope 3 (embodied carbon in the hardware, amortised). Signed. The emissions delta is HMAC-signed against the same secret as the dollar delta, pinned to the same change artifact. Finance reads the signed emissions delta the same way they read the signed dollar delta — against the next invoice, in the same report shape. There is no separate emissions summary because the emissions delta is a column on the existing report. The embodied-carbon caveat The embodied carbon in a server is amortised over its expected lifetime — typically four years — and surfaces only at the moment of refresh. A new GPU fleet carries an embodied-carbon spike that the cost trail might naively show as "saving" (because the per-hour compute is cheaper) while the sustainability trail shows as "emissions spike" (because the embodied carbon is amortised against the new workload). A practical trail handles this by tracking the asset's purchase date + amortised lifetime next to the per-hour intensity factor. The amortisation is read into the report alongside the operational emissions, so refresh-driven changes do not silently hide. A trail that ignores the embodied axis reports a misleadingly low figure for the data-centre footprint. From procurement to per-saving attribution The single highest-leverage next step is to instrument the per-workload emissions delta as a structured field on every cost action — not as a derived column from a procurement feed. Once each action carries both the dollar saving and the emissions delta natively, the sustainability report is the same artifact as the cost report — one signed CSV, one reconciliation, one owner per field. After that, the embodied-carbon amortisation line lands as a second column on the same trail, pinned to the asset refresh event. CSRD and SEC climate disclosure reporters read the trail the same shape they would read any other auditable system. A sustainability programme that lives inside the FinOps trail is the difference between "we report once a year" and "we report what the agent already verified".
